Dr. Phan Thi Ngoc Linh is a pediatric surgeon and a nationally recognized expert in healthcare quality management and patient safety, with more than 20 years of experience in hospital quality improvement and system-level healthcare transformation in Vietnam. She is the Co-Founder and Chief Executive Officer of the Center for Healthcare Improvement Research (CHIR) Vietnam, an organization dedicated to advancing measurable quality, patient safety, and continuous improvement across healthcare institutions.

Dr. Linh previously served as Head of the Quality Management Department at FV Hospital and Le Van Thinh Hospital in Ho Chi Minh City, where she led the development and implementation of hospital-wide quality management systems, patient safety programs, and performance improvement initiatives. Her professional work bridges clinical practice and quality governance, translating national healthcare policies and international best practices into practical, hospital-level execution.

As an expert consultant, Dr. Linh has collaborated with international development organizations including GIZ (Germany) and JICA (Japan), contributing to large-scale healthcare quality, capacity-building, and system-strengthening programs. Throughout her career, she has delivered extensive training and technical support for healthcare professionals nationwide, working with more than 35 Departments of Health and supporting quality improvement initiatives across over 500 hospitals and clinics in Vietnam. Through her leadership at CHIR, Dr. Linh continues to focus on strengthening healthcare quality systems, patient safety culture, and workforce capability to support sustainable healthcare improvement and increased international credibility of Vietnam’s healthcare sector.
